Gwyn led the delegation which presented the NUS evidence to the Robbins Committee on Higher Education in 1961 which was instrumental in starting the process of expanding access to higher education. He was a respected leader in international affairs and was appointed Secretary General of the International Student Conference in Holland before returning to London in 1969 to become Assistant General Secretary of the Labour Party.
In 1973 he began a long career in the European Commission and served in Canada, the Middle East and Far East before retiring in 1999.
