Children, Skills and Learning Bill

The Children, Skills and Learning Bill seeks to promote excellence in schools and create a more customer-driven skills and apprenticeship system.

The provisions in the Draft Apprenticeships Bill would be included in this legislation, including putting a duty on the Learning and Skills Council to provide apprenticeship places.

Statutory entitlement

A statutory entitlement to apprenticeships for all those suitably qualified would be secured by 2013. Funding and responsibility for delivering 16-19 education and training would be transferred to local authorities and a new Young People’s Learning Agency would be created to support local authorities to carry out their new functions. 

Post-19

A post-19 skills Funding body would help address adult skills, ensuring that individual and employer needs were met.

On pupil and student behaviour, the Bill would introduce new powers on searching for alcohol, drugs and stolen items to schools and colleges.
