"The UK Government must reject these proposals. They are absolutely extreme and far beyond what anyone could have expected when this review began. Every Liberal Democrat MP, including in Scotland, was elected on a pledge to vote against any increase in fees.
"The Liberal Democrats must honour their pledge and protect students across the UK from these recommendations. If Scottish Lib Dems break their promise they will not be forgiven ahead of Scottish Parliament elections in May next year.
"This report is a disaster for students, not only in the rest of the UK, but in Scotland too. Any Scottish student wishing to study in the rest of the UK will be hit by this extreme system.
"The idea of students studying in the rest of the UK facing unlimited fees is absolutely unbelievable, and could only be put forward by a former chief executive of BP, out of touch with reality. Only a few years ago fees were capped at £1000 a year and now students in the rest of the UK face see facing fees as high as £12,000.
"Introducing a brutal and unchecked market into higher education will have stark consequences, saddling students with tens of thousands of pounds of debt and putting the poorest students off from going to university, or even ever applying.
"These fee increases assume devastating levels of cuts to universities in the rest of the UK.
"This is a very bad move for Scotland as any public sector cuts at Westminster, never mind ones as extreme as this, has an impact on the Scottish budget too."
